Cost/Schedule/Risk Analyst

Location: Kennedy Space Center, FL Education Required: Bachelor's degree required, preferably in math, engineering, or the sciences. Skills Required:
  • Minimum ten years of programmatic analytical experience (government acquisition) experience with five years in support of NASA programs
  • Excellent verbal communication, written, and quantitative analytical skills are required
  • Must be able to work autonomously and lead dispersed teams in a collaborative environment
  • Must have experience in parametric cost estimating, hardware and software cost estimating, life cycle cost analysis, cost estimating relationship development, Independent Cost Estimating, cost model development, cost risk assessment and analysis, cost-benefit analysis, and project forecasting
  • Knowledge of Probabilistic Analysis; Cost, schedule, risk, and uncertainty
  • Knowledge of statistical methods and analysis; descriptive analysis, probability distributions, statistical inference, regression analysis
  • Knowledge of NASA Risk Management Process and NASA Planning, Programming, Budgeting, and Execution process desired
  • Experience with cost estimating; ACEIT, SEER, TruePlanning, and scheduling, MS Project, P6 software desired
  • Perform critical programmatic analysis that supports high-level NASA decision-makers in executing current and future NASA programs that drive advances in science, technology, aeronautics, and space exploration to enhance knowledge, education, innovation, economic vitality, and stewardship of Earth
  • Help define NASA system scope, requirements, configurations, and identify, track, and quantify technical, cost, and schedule risks. Responsible for developing and delivering cost estimates and uncertainty analysis for NASA projects, creating estimates using ACEIT software, and applying EVM plus other techniques to monitor/extrapolate cost/schedule performance during mission execution; conduct ad-hoc analysis and present results to decision-makers clearly and concisely
  • The applicant should be familiar with stochastic modeling and have an understanding of how to apply sophisticated statistical and analytical techniques and convey the meaning of the results to NASA decision-makers
  • Formulate programmatic assessments on complex NASA missions and programs/projects (JCL analysis) at required program execution milestones; create data-driven analytic models to improve integrated cost and schedule forecasting and risk mitigation options/outcomes
  • Perform robust cost/schedule estimates using bottoms up, analogy, and parametric methodologies
  • Assist NASA in evaluating programmatic aspects of technically complex industry and academia proposals to enable contract award
  • Create detailed programmatic CADRe documents to support future NASA cost and schedule estimates/assessments
U.S. citizenship and ability to obtain a DoD Secret Clearance required. <
